(1) One prisoner cook, helper may be employed for every twenty-five prisoners. One trained full-time cook shall be appointed for five hundred prisoners to guide and train prisoners in cooking and catering. (2) The prisoner cooks shall be selected from among sincere and hardworking convicts of good conduct. As far as possible, the cooks should be changed periodically.
