(1) All prisoners, on admission, shall be classified according to the scheme of classification laid down in sub-rule (3), taking into account the reformation, nature and gravity of the crime, past criminal history, propensity towards violence, escape, disorderly behavior and self-harm, threat to public order, age, gender, health status, conduct in the prison and threat perception of the prisoner. Such classification shall be subject to review and re-classification as and when found necessary by the ‘classification and security monitoring committee’. (2) Classification of prisoners on grounds of socio-economic status, caste, religion, race, or ethnicity shall not be permissible. (3) Prisoners shall be categorized for segregation as under,- (a) Category-1 (S1-Red): Fundamentalists, Communally Indoctrinated, Naxalites, Terrorists, Extremists, Gang Leaders, prominent gang members, prisoners organizing or suspected of organizing crime from inside the prison, or those exhibiting persistent violent behavior inside the prison, previous escapees, and those having a history of attack on police or prison personnel; (b) Category- 2 (S2-Blue): Members of a criminal gang, hired assassins, heinous property offenders, serial killers, gang rapists, repeat rapists, drug traffickers involving commercial quantity, those highly prone to escape and other offenders posing threat to the maintenance of order and discipline in the prison; (c) Category - 3 (S3-Yellow): Those who do not pose any threat to society upon release, like those involved in murders on personal motives, other bodily offences, human trafficking, prohibition offences, other special and local laws, railway offences, and other minor offences; (d) Category-4 (S4-White): Prisoners who are eligible for open prisons or semi- open prisons; (e) Security Category-5(S5-Green): prisoners aged sixty-five or above, and sick prisoners; (f) Category- 6 (S6- Purple): Those who are involved in theft and other property crimes; and (g) Category–7 (S7-Orange): Prisoners who have a threat to limb or life from other prisoners, political prisoners, police or prison officials, or any other prisoner facing a specific identifiable threat. NOTE1.- The habitual and casual prisoners, members of the same or opposite gang, etc. within each category, shall be kept separate as far as possible to avoid any interaction. NOTE 2.- Within a category, the prisoners shall be allotted accommodation randomly, on alphabetical basis, as far as possible, except in categories where the number is small. NOTE 3.- The Director General may modify or add new categories by passing standing orders from time to time in the interest of security and administration and may prescribe dress code for different categories. NOTE 4.- The Superintendent may sub-categorize prisoners within any category for administrative reasons under intimation to the Director General. Separation of prisoners.
