(1) The Superintendent shall forward any communication addressed to a Consulate by a foreign prisoner, through CPV Division, Ministry of External Affairs, Government of India without undue delay. The Superintendent shall censor the particulars of incoming and outgoing letters of a foreign prisoner, in terms of the provisions of rule 257. If the particulars of incoming and outgoing letters of a foreign national are found intemperate or objectionable, then such letters shall be furnished to the Director General. (2) Permission may be granted by the Superintendent to a foreign prisoner, upon prior approval from CPV Division, Ministry of External Affairs, Government of India to communicate, 1304 HARYANA GOVT. GAZ. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) through Prison Inmate Communication System or other approved means of communication, with his consulate by whatever nomenclature it is known. However, foreign prisoners may be granted permission to communicate with members of their family and legal counsel(s) through Prison Inmate Communication System, after due verification. (3) In case any official from the consulate concerned requests an interview with the foreign prisoner for providing legal assistance or for any other purpose, the Superintendent shall permit the same upon approval of the CPV Division, Ministry of External Affairs, Government of India, subject to the provisions of these rules governing interviews. NOTE.- The right to interview a foreign national in prison does not mean a private interview and does not include the right to inspect the living quarters of the prisoner. Diet.
