(1) There shall be round-the-clock duty of female guarding personnel in the female enclosures. (2) A Biometric enabled turnstile system shall be installed at the entry point of the female enclosure. Manuals as well as electronic records of every entry and exit from the female enclosure shall be maintained. (3) No male staff member shall be permitted to visit the female enclosure of any prison, at any time, unless the visit is absolutely required and the official has an urgent and legitimate duty to attend therein. The reason of such a visit shall be recorded in writing. He shall first call the female warder on duty, who shall peep through the slit and after being convinced that the person trying to enter is trustworthy, shall caution all the female prisoners and open the door and shall accompany him into every part of the ward or enclosure he may need to visit. (4) No male staff member shall enter the female enclosure at all by night, except in an emergency and even then, only in the company of a female officer and the duty officer. He shall thereafter, record a clear report of his visit alongwith the reasons for such visit, and the hour thereof, in his report book. (5) Male staff members or officials acting as escorts to official visitors shall remain outside the enclosure. NOTE 1.- If at any time, a male staff member or prisoner enters or attempts to enter, any ward or portion of a prison reserved for female prisoners, without proper authority, it shall be reported to the Deputy Superintendent (Administration) forthwith. NOTE 2.- Instructions may be issued from time to time by the Director General for regulation of the timing and frequency of such visits by the male officers as also to define the permissible access areas for such visits. NOTE 3.- Collated report on quarterly intervals, of the frequency of such visits as aforesaid, by male officers, shall be prepared under the supervision of the Superintendent and forwarded to the Director General for review and appropriate directions. Misconduct and disciplinary violations by the prison officials involving female prisoners shall be liable to be visited with strict action including the penalty of dismissal.
