When an order received for the transfer of any prisoner cannot be given effect to owing to illness, release on appeal or other cause, the descriptive roll of the prisoner on which sanction for the transfer was conveyed, shall be returned to the Director General with an endorsement showing the reason why the order was not given effect to.
