(1) Each prison and such other institutions as may be specified by the Director General shall have a ‘Classification and Security Monitoring Committee headed by the Superintendent and shall comprise the following officers, - (a) Medical Officer; (b) Deputy Superintendent (Administration); (c) Deputy Superintendent (Security); (d) Deputy Superintendent(Industries and Welfare); (e) Assistant Superintendent (in-charge, Central Control room) (2) The Classification and Security Monitoring Committee shall meet at least once a week and review the security category of the newly admitted prisoners as decided at the reception center at the time of the admission and either ratify or suitably amend the same. (3) In ascertaining a prisoner’s category, the committee shall invariably be guided by the nature and circumstances of the crime, family background, previous history and the report received from the police. Previous convictions, if any, shall generally appear on the warrant or in the order. However, the committee shall not be limited to this information and shall endeavor to ascertain from the prison officers, from long-term convicts, from the records of the prison and records of other prisons, if the prisoner has been previously convicted. (4) The classification and security Monitoring committee shall closely monitor the functioning of the reception center and ensure that all admission formalities are completed within seventy-two hours of the admission of an inmate and the rules of segregation are followed in letter and spirit.
