(1) Prisoners falling under Category-1 (S1-Red) and Category-7 (S7-Orange) shall be lodged in separate enclosure(s) demarcated as high security enclosure(s) within the existing prison. If required, the Government may establish separate high security prisons for the purpose. Under no circumstances high-risk prisoners shall be kept with other prisoners. (2) Accommodation in high security enclosure(s) shall be cellular only. (3) A sufficient number of cells for all purposes shall be provided in every prison. Cells intended for solitary confinement shall have a separate yard in which the occupant may be allowed to exercise in the morning and evening. Cells intended for cellular or separate confinement may have a common yard in which the occupants may be allowed to do exercise in the morning and evening for one hour each. The number of prisoners who are allowed to do physical exercise at a time shall be fixed by the Superintendent. (4) All open places to the sky shall be covered with iron grill enclosures and the flooring in the open spaces shall be of Reinforced Cement Concrete. (5) The building structure and measurements of the high security enclosure shall be of such specifications, as may be specified by the Director General from time to time.
