On the application of a group of prisoners, any well-known religious preacher as requested by them may be admitted to prison, for religious ministration only, on any religious festival Provided that, - (a) the Superintendent may, in his discretion, refuse to admit any religious preacher whose admission to the prison he considers, for any sufficient reason, to be inconsistent with the maintenance of discipline therein; (b) no such religious preacher shall be permitted to have access to any prisoner of a different religious persuasion to himself, unless at the voluntarily expressed desire of such prisoner; and (c) the religious preacher shall be subject to such conditions, as to time, place, duration and the like, as the Superintendent may at any time deem fit.
