Section 221

If a letter is addressed to a prisoner who is not entitled under the rules to receive it, may, unless the Superintendent decides to communicate it, be withheld and kept in the custody of the Deputy Superintendent (Administration) until the prisoner is entitled to receive it or is released, when it shall be delivered to him unless it is improper or objectionable, or it may be returned to the sender with an intimation that the prisoner is not entitled to receive it. In the former case, the fact of receipt and reason for refusal to deliver shall be entered on the prisoner’s history ticket and the prisoner’s number and date of receipt shall be written on the letter. Prisoner may retain a letter delivered to him.
