Section 220

(1) No letter shall be delivered to or sent by a prisoner until it has been examined by the Superintendent or by the Deputy Superintendent (Administration) or any other officer under the orders of the Superintendent, but no undue delay shall be allowed to occur in delivery or dispatch. If a letter is written in a language unknown to the Superintendent, he shall take steps to procure a translation before forwarding such letter. No letter written in cipher or code language shall be allowed. The Superintendent may withhold any letter which seems to him to be in any manner improper or objectionable, or may erase any improper or objectionable passages and shall inform the prisoner concerned about the same. (2) The Superintendent shall have the right to disallow letters to prisoners for reasons of security and discipline or during periods of emergencies, if he considers it necessary.
