As per section 12 of the Legal Services Authorities Act, 1987 (Central Act 39 of 1987) a person in custody shall be entitled to legal services of the District, State, or National Legal Services Authority. If a prisoner desires to file an appeal or revision and declares that he has no relative, friend, or agent who is willing to prepare the appeal or revision for him, he shall be referred to the appropriate legal services authority as per rules or instructions of such legal services authority.
