A prisoner sentenced to imprisonment shall be furnished at the time of his release with a certificate, in the form as specified by the Director General, signed by the Superintendent, to the effect that he has completed his term of imprisonment, and the amount of remission, if any, be stated therein. A report on his character, conduct in prison, and proficiency in any prison industry attained by him shall also be included in the certificate, if the prisoner so desires, but not otherwise.
