(1) There shall be an active grievance redressal system in every prison which shall provide every prisoner with legitimate and adequate opportunity to voice his grievance. (2) There shall be one or more complaint boxes in every prison installed in centrally located and convenient places, within easy reach of the prisoners. Such complaint boxes shall also be installed in an easily accessible place in the female ward. (3) The prisoners may drop their complaints in the form of written petitions addressed to the Superintendent, or the higher authorities, into such boxes. (4) The boxes shall remain under lock and key and the keys shall remain in the custody of the Deputy Superintendent (Administration), who shall unlock the complaint boxes at least twice a week on the days fixed and approved by the Superintendent. The complaint boxes shall be opened at the appointed time before the evening locking up of the prison. (5) The Superintendent shall form a permanent committee of grievance redressal system, comprising himself, all the Deputy Superintendents, medical officer, and one senior-most female officer (if the prison has female enclosure). (6) The committee shall meet as and when necessary, but at least twice a week to look into the complaints of the prisoners. (7) The Superintendent shall preside over the committee which shall enquire into all the complaints at the earliest. The outcome of the enquiry shall be communicated to the prisoner and if he is not satisfied with the enquiry, he may approach the Director General for redressal of his grievance: (8) The decision of the committee shall be executed forthwith. (9) Complaints addressed to the higher authorities shall be forwarded to the addressee with comments of the Superintendent without delay. (10) Letters addressed by prisoners to the Government, Director General, Judiciary, or other high functionaries should be forwarded to them immediately and a dated receipt of it should be given to the prisoner.
