The Finance Section of the Board shall be consulted before the issue of orders relating to all proposal which affect the funds of the Board and in particulars- a) Subject ot financial delegation made in favour of Chief Executive officer and other officers of the Board, proposals to add any post or abolish any post from the Board's service or to vary the emoluments of any post . b) Proposals to sanction an allowance or special or personal pay for any post or class of posts to any servant of the Board, c) proposals involving abandonment of revenue or involving an expenditure for which no rovisions has been made in the budget
