The Council shall have power to act, notwithstanding any vacancy in the membership or any defect in the constitution thereat: and the proceedings of the Council shall be valid notwithstanding that some person, who was not entitled io be a member had attended proceedings of the meeting, voted or otherwise taken part in the proceedings of the Council.
