(I) The Council shall meet, as often as may be necessary, Council. Procctdings of Council 11ot to be invalidated by iofir1uitics. P O\\' er of State Governn1ent to give directions. at such time and place and observe such rules of procedure · for transaction of business at such meetings as ma.y be prescribed by the regulations, but it shall meet at least twice a year. (2) T11e meetings of the Council shall be convened by the Member-Secretary on the advice of the Chairperson of the Executive Conunittee. (3) The quorum of the meeting of the Council shall be one- third of the total members of the Council. (4) The decisions at the meetings shall be made by simple majority of the members present and voting.
