If, on a report received from a revenue officer, or on information received in any manner whatsoever, it appears to the Mamlatdar that any person has contravened 4[ * * * * * * ] the provisions of this Act, the Mamlatdar may cause a notice to be served on such person, in such manner as may be prescribed, to show cause why he should not be proceeded against as provided for in section 6.
