If a question arises in any proceeding under this Act as to— (a) whether a person is a debtor; (b) whether a debtor is a marginal farmer, small farmer, rural artisan, or rural labourer; (c) whether the income of a rural artisan exceeds or does not exceed rupees 2,400 per year or as the case may be, rupees 4,800 per year; (d) whether any liability is a debt or not; the debt settlement officer shall decide such question and his decision shall be final and shall not be called in question in any Court.
