When two or more persons agree— (a) to commit or cause to be committed any offence under this Act, or (b) 1[***] to commit a breach of a condition of a licence, permit, pass or authorization, each of such persons shall, on conviction, be punished with imprisonment for a period which may extend to two years or with fi ne which may extend to one thousand rupees or with both.
