(1) Any Prohibition Offi cer authorized by the 1[State] Government in this behalf or any Police Offi cer may— (a) arrest without warrant any person whom he has reason to believe to be guilty of an offence under this Act ; (b) seize and detain any intoxicant, hemp, mhowra fl owers or molasses or other articles which he has reason to believe to be liable to confi scation or forfeiture under this Act 8[and seize any document or other article which he has reason to believe may furnish evidence of the commission of an offence under this Act ].
