6[1] Where no appeal has been filed, within the period provided for it, against any decision, order or award of the Collector, the State Government may, within a period not exceeding one year from the date of such decision, order or award- (a) call for the record of any inquiry or proceedings of the Collector for the purpose of satisfying itself as to the legality or propriety of any decision, order or award passed by, and as to the regularity of the proceedings of such Collector, as the case may be, and (b) pass such order thereon as it deems fit: Provided that no decision, order or award of the Collector shall be modified, annulled or reversed unless opportunity has been given to the interested parties to appear and be heard. 7[(2) Notwithstanding anything contained in sub-section (1) no record of any inquiry or proceedings of the Collector in relation to an award made by him under section 8 with the previous approval of the State Government shall be called for nor shall any order be passed thereon by the State Government, under sub-section (1).]
