The award made by the Collector under section 8 and an order passed by the Collector under section 10 or 11, subject to an appeal to the Tribunal or to an order of the State Government under section 17, and the decision of the Tribunal on an appeal shall be final and conclusive and shall not be questioned in any suit or proceeding in any Court.
