(1) An inspecting officer nominated by the Director in this behalf shall have the right of being present at any meeting of the school board, and with the consent of the Chairman, of taking part in the discussions thereat, but he shall not be entitled to vote upon, or move any resolution, at such meeting. (2) The Director or Educational Inspector 103[of the district] or any officer authorized by a general or special order of the 102[State] Government may- (a) (i) enter on and inspect any immoveable property occupied for any purpose connected with primary education by a school board or authorized municipality or any educational institution under its control or management ; or (ii) cause such property or institution to be entered upon and inspected by any other person authorized by him in this behalf; (b) call for any extract from the proceedings of any authorized municipality or school board, or of any committee appointed by any of them relating to any matter connected with primary education; or (c) call for and inspect any book or document relating to any matter connected with primary education in the possession or under the control of an authorized municipality or school board.
