A municipality may from time to time appoint such other committees consisting of such councilors as it thinks fit, and may refer to such committees for enquiry and report or for opinion such special subjects relating to the purposes of this Act as the municipality shall think fit, and may at any time discontinue or alter the constitution of any such Committee. The municipality may direct that the report of any such committee shall be made to the executive committee, or to a committee appointed under section 55 instead of to the municipality.
