( I) At any time after the commencement of this Act until such times as the authorities of the University conuncnce to exercise their functions, the Vice-Chancellor with the previous sanction of the Chancellor may appoint any officer or teacher of University. (2) Any appointment made under sub-St."Ction (I) shall be for such period not exceeding three years and on such conditions as the appointing authority thinks (ii: Provided that no such appointment shall be made until financial provision has been made thereof.
