( 1) SubJ~Ct 10 the pro\'is1ons of this Act, the Board shall be the chief executive body of the University and shall manage and supervise the properties and activities of the University and shall be responsible for the • I PART-IV) GUJAR/\ T GOVERNMENT GAZETTE GX, 7-07-2009 conduct of all administrative affairs of the University net otherwise provided for in this Act. (2) Without prejudice to the generality of the foregoing powers, the Board shall exercise and perfonn the powers and functions as follows, namely:- (i} to accept, acquire, hold, control and administer and dispose of property on behalf of the University; (ii) to make provisions for buildings. premises, furniture, apparatus and other means needed for carrying on the work of the University; (iii) to consider and review the financial requirements and estimates for the University and approve its budget ; (iv) to provide for the administration of any funds placed at the disposal of the University for the purposes intended; (v) to arrange for the investment and withdrawal of funds of the University; (vi} to manage and regulate the finances. account~ and investments of the University; (vii) to borrow money subject to prior pennission of the State Government and to make suitable arrangemen1s for its repayment; (viii) to approve the annual accounts and the annual financial estimates of the University; (ix) to determine the form of, to provide for custody of, and to regulate the use of, the conunon seal of1he University; (x) to appoint such committees, either standing or temporary, as the Board may consider necessary, and specify the terms of reference thereof subject to the provisions ()f the Act and the Statutes ; (xi) to dete1mine and regulate all policies related to the University in accordance with this Act and the Statutes ; (xii) to approve the recommendations for appointment of officers, teachers and other employees of the University; (xiii) to make provisions for instruction, teaching and trammg in such branches of learning and coucses of study as may he detern1ined by the Academic Council in Veterinary and allied sciences and for research and for the advancement and disscmiuation of knowledge; (xiv) to promote post-graduate teaching, research and extension c<.lncation; 10-19 10-20 GUJARAT GOVERNMENT GAZETTE EX .• 7-07-2009 (xv) to establish, manage and maintain colleges, departments, mstitutcs of research, hostels, lihrarics, laboratories, experimental farms, and provide for such other faciliucs necessary for carrying out !he purposes of this Act ; (xvi) to affiliate colleges or recognise institutions of research in Vetennary and allied sciences or extension education as may be provided by Statutes: (xvii) to arrange for, and tO dll'CCt., the inspection of affiliated colleges, recognised institutions and hostels. to issue instructions for mamtaining their efliciency and for ensuring proper conditions of employment; (x \iii) (a) to withdra". either in whole or in part. or to modify the nghts conferred on a college by affiliation or on an insmution by recognition ; and (b) to recommend to the State Government withdrawal or n:duct:on of a grant of a college: which makes default in C:lrT) mg out the conditions of a!Iilianon; (xix) (a) to control and co-orclicatc the activities of affiliated college<> and recognised ins11tution:>. and (PART-IV (h) to regulate the fees to be paid by the students in affiliated colleges and rccogmsed instm.1tions; (xx) to call for reports. returns and other information from affiliated colleges. recognised msututions or hostels; (xxi) to recognise a member of the staff of an affiliated college or recogni5cd institution as a professor. associate professor, assistant professor or teacher oflhc Uni\"crsity and to withdraw such recognition; (xxii) to lay dov. n and regulate the ;>ay scales. allowances and conditions of service of officers, members of lhe teaching, other academic and non- teaching staff of the University; (xxiii) to lay down and regulate the pay scales. allowances and conditions of service of the members of teaching, olhe:r academic and non-teaching staff of affiliated colleges. constituent colleges and recognised ins111utions; (xxiv) to supervise and contTol the residence, conduct and discipline of the students of am liatcd colleges. constituent colleges and recognised mstituuons and to make :urangcments for promoting their health and general welfare and to take disciphnary action against the student~. Hindi. English as the rm.-dium of instruction and ex;1mination ; (xx:x) to consider and approve the recommendations of the Academic ('ouncil.
