No act or proceeding of the Governing Council or any authority of the University or any committee constituted under this Act or by the regulations shall be invalidated on the ground merely by reason of,- (i) any vacancy in its membership or any defect in the constitution thereof, or (ii) any irregularities in its procedure not affecting merits of the case.
