(1) Notwithstanding anything contained in section 19, the State Government shall appoint the first Director General, as soon as practicable after the commencement of this Act for a period not exceeding three years on such terms and conditions as the State Appointment of first Chairman and members of the Board. (2) The first Director General may, with the prior approval of the Chairman and subject to availability of the funds, discharge all or any of the functions of the University for the purpose of carrying out the provisions of this Act and the regulations and for that purpose, may exercise any powers or perform any duties which by or under this Act and regulations are to be exercised or performed by any authority of the University until such authority comes into existence in accordance with the provisions of this Act and the regulations.
