No appeal under section 33 shall be entertained unless, such appeal is preferred within fifteen days from the date of service of notice or the date on which the refusal is communicated to the Director or the Commissioner, as the case maybe: Provided that, the Director or the Commissioner, as the case may be, may admit the appeal prefened after the expiration of the fifteen days if he is satisfied that the appellant had sufficient cause for not preferring the appeal within said period.
