Compen~:t1ion to farmer"· (a) establish one or more State Seeds Testing Laboratories or declare any seeds testing laboratory in the Government or non-Government sector a.~ the State Seeds Testing Laboratory where analysis of cotton seeds shall be carried out in the prcscrib...'CI manner: (b) recogni:tc one or more seeds testing labora1orics as referral seeds testing laboratories for the purpose of referral analysis in the prescribed manner.
