The Controller appointed under this Act shall perform the following functions. oamel) :- (a) a=ge for mandatory registration of cotton seeds finns which are engaged m the trade of cotton seeds duly indicattng the production aspects and areas of operation etc; (b) arrange for payment of compensation to the fanncrs; (c) advice the State Government on matters relating to regulation of sale of cotton seeds by way of compulsory D~A finger printing test or genetic purit~ test; and (d) such other matters as assigned to him by the State Government.
