No act or proceeding of the Board or any authority of the University or any committee constituted under this Act or by the regulations shall be invalidated merely by reason of, - Acts and proceedings not to be invalidated by vacancies. (i) any vacancy in its membership or any defect in the constitution thereof, or (ii) any irregularities in its procedure not affecting merits of the case.
