Sponsored Schemes.— Whenever the Foundation receives funds from any Government, or other agencies sponsoring a scheme to be executed by the Foundation, notwithstanding anything in this Act or the rules, the amount received shall be kept by the Foundation separately from the Foundation fund and utilized only for the purpose of the scheme; and the staff required to execute the scheme shall be recruited in accordance with the terms and conditions stipulated by the sponsoring organization.
