Exemptions.— wherever, in the opinion of the Government reasonable grounds exist in doing so, the Government may, by notification and subject to such conditions and restrictions as may be specified, exempt any category of consumers from all or any of the provisions of this Act or the rules made thereunder, either throughout the State or for any specified period or occasion, with the advice of the Technical Committee.
