Consequences on non-refund.— All industrial consumers specified in section 2 and who fail to comply with the provisions of said section 2 within the stipulated period, shall be liable to pay interest on the sum due @ 18% per annum from the date of expiry of the period specified in section 3, till full refund is effected.
