Liabilities and Payments.— On and from the date of coming into force of this Act, liabilities, if any accruing to the State Government or payment, if any, to be made by the State Government, on account of the Government Notification dated 15-5-1996 and 1-8-1996 referred to in section 2, shall cease to exist and to be deemed to have been extinguished.
