Jurisdiction of court.— (1) No court shall take cognizance of an offence punishable under this Act, or any rule or order made thereunder except upon a complaint in writing made by the Commissioner or any authority or Officer authorized by him in this behalf. (2) No court inferior to the court of a Magistrate of the First Class shall take cognizance of, or try, an offence under this Act or any rule or order made thereunder.
