Power to inspect and regulate water supply.— The Canal-Officer and any person acting under the general or special order of any such Canal-Officer may enter upon any land, building or water-course with respect to which any water rate is chargeable under this Act, for the purpose of inspecting or regulating the use of water supplied or for measuring the land irrigated thereby chargeable with a water rate and for doing all things necessary for the proper regulation and management of the canal from which such water is supplied.
