Revision by Government.— The Government may call for and examine the record of any inquiry under section 41 or of the proceedings in appeal under section 43 ---12--- for the purpose of satisfying itself of the legality or regularity of such inquiry or proceedings and may modify or reverse the award or the decision of the Collector.
