Power to make rules

Power to make rules.— (1) The Government, after consultation with the Corporation in regard to matters concerning it, may, by notification in the Official Gazette, make rules to carry out the purposes of this Act. Provided that, consultation with the Corporation shall not be necessary on the first occasion of the making of rules under this section, but the Government shall take into consideration any suggestions which the Corporation may make in relation to the amendment of such rules after they are made. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:— (a) under section 6, the honorarium and compensatory allowance of the directors of the Corporation; (b) under section 12, the conditions of appointment and service and the scales of pay of the Managing Director and the Chief Accounts Officer of the Corporation; (c) under section 18, the sums of money to be kept by the Corporation in current and deposit accounts; (d) under section 20, the conditions subject to which the Corporation may borrow; (e) under section 23, the date by which the annual financial statement and programme of work shall be submitted by the Corporation to the Government and the form and details of preparing such statement; (f) under section 24, the form and manner of maintaining accounts; (g) under section 26, the form of, and the details to be given in, the annual report; (h) the fees which may be charged by the Corporation; (i) any other matter which has to be, or may be, prescribed by rules. (3) All rules made under this section shall be laid for not less than fourteen days before the Legislative Assembly as soon as possible after they are made, and shall be subject to such modifications as the Legislative Assembly may make during the session in which they are so laid, or the session immediately following.
