Publication of bye-laws and rules in Gazette and effect of such publication.— All bye-laws and rules made and sanctioned under this Act or bye-laws cancelled under sub-section (3) of section 389 shall be published in the Gazette and shall thereupon have effect as if enacted in this Act.
