Certain officials entitled to attend meetings of Corporation or Standing Committee.— Any officer of the Educational, Public Works, Medical, Sanitary and other Technical Departments or any other official, functionary or authority, whom the State Government may by general or special order appoint in this behalf, shall be entitled to attend any meeting of the Corporation or Standing Committee and address it on any matter affecting the work of his department or in matters connected with the Corporation but shall not be entitled, by means of this section to vote at such meeting.
