Enforcement of orders.— In all matters connected with this Act, if the Corporation makes default in carrying out any order made by the State Government or by any authority other than the Corporation in exercise of any powers conferred by this Act or any rule made thereunder, the State Government shall have all the powers necessary --145-- for the enforcement of such order including by appointing, an officer of the State Government to discharge any functions, powers or duties of any of the authorities at the cost of the Corporation.
