Inflammable materials.— The Commissioner may where it appears to him to be necessary for the prevention of danger to life or property, by public notice prohibit all persons from stacking or collecting timber, wood, dry grass, straw or other inflammable material, or placing mats or thatched huts or lighting fires in any place or within any limits specified in the notice.
