Footings of buildings not to establish title to land belonging to Government or vesting in Corporation.— No title to any land belonging to or vested in the Government or the Corporation shall be deemed to have been acquired by reason only that the footing of the foundations of any building, wall or other structure, project or have projected below the surface of such land.
