Power of Commissioner to fix scale of charges.— Subject to the provisions of any law for the time being in force the Commissioner may, from time to time, fix the scales of charges which the Corporation may make for establishing communications from and connections with sewer mains or with any drainage system, provided for by the Corporation or the State Government and may levy such charges from the owner or occupier as the circumstances may require provided however, in cases of any charges being recovered from the owner or occupier, such charges in connection with the drainage system provided by the State Government shall be reimbursed to the State Government.
