Communications and connection, etc., to be executed subject to inspection by and to the satisfaction of Commissioner.— The ferrules, communication-pipes, connections, meters, stand-pipes and all fittings thereon or connected therewith, leading from mains or services cable, wires, pipes, drains, or channels onto any house or land and the wires, pipes, fittings and works inside any such house or within the limits of any-such land, shall in all cases, other than cases which the State Government may by general or special order exempt from the operation of this section, be executed to the satisfaction of the Commissioner.
