Minimum of two helpers at ground level near the work place shall be provided for each worker permitted to scale down the work place under the guidance of the supervisor. Before permitting any worker to go inside the manhole, the supervisor shall check about 30 DELHI GAZETTE : EXTRAORDINARY PART IV] the fitness of the worker, use of all safety gadgets and presence of all the gases within permissible limit as per the Provisions of Rules framed under PEMS Act -2013.
