Chairman to preside – (1) The Chairman, and in his absence, the Vice-Chairman shall preside over the meetings of the Board. (2) All questions, which come up before a meeting of the Board, shall be decided by a majority of the votes cast by the members present and voting. In the case of equality of votes, the Chairman or in his absence, the Vice-Chairman when presiding over the meeting, may exercise a casting vote.
