(1) The Chairman or in his absence the Vice- Ppresident at Chairman shall preside at every meeting of the Board meetings. and shall have a second or casting vote in all cases of equality of votes. (2) In the absence of both the Chairman and the Vice-Chairman the members present at any meeting may elect one of their number to preside, who shall have a second or casting vote in all cases of equality of votes.
